Child Bribery: Discipline Do or Don't?

Most parents and child care providers have resorted to bribery, at least on occasion, to secure good behavior from a child. That's when an adult says, "If you behave in class and don't cause any disruption, then I'll take you for an ice cream afterward." So, is there anything wrong with bribing a child to secure good behavior? The answer is mixed.

Whether it is a promise of a sweet treat, new toy, or special activity, adults commonly commit a type of bribery with youngsters to get a child to behave. Often, it's a common fallback plan on over-tired parents and youngsters who have too much energy! And, truth be told, bribery works...at least in the short term. But is the act of bribery helping or hurting a child in the long-term?

Child experts typically encourage parents to stop using bribes as a reward for behavior that should be encouraged without cajoling. Bribery encourages kids to focus on what they can get, and then they get into a habit of always expecting something for behaving "right." Kids can then become overly demanding and actually coerce parents to give them more rewards, causing the whole bribe issue to backfire. (Ever heard a child tell a parent that they won't be good unless they "get" something?)

While bribes can be okay--understanding that sometimes desperate times call for desperate measures where kids and behavior are involved--child experts urge adults to try a different tact to get the same result. An example could be that if kids help you and stay by your side at the clothing store, then there will be enough time in the schedule to stop by the neighborhood park for 30 minutes. Maybe you’ve thought about lending your niece money for college. Imagine her excitement – and how good you will feel - when she doesn’t have to grovel to some bank for a loan, which might reject her any way because she doesn’t have much of a credit history. (ed note: These are Eileen's sage words. I'm just posting this for her. -- DD)

Maybe then it crosses your mind: “What if she doesn’t pay me back?” How will you ask her for your money? Or, what if you do ask, and she still doesn’t pay and stops taking your calls? Will every Thanksgiving family gathering be spoiled forever?

Maybe you conclude you all would be better off if you didn’t even broach the idea of a loan.

But it doesn’t have to be that way. Enter GreenNote, the latest peer-to-peer lending site and one that deals strictly with student loans.

Peer-to-peer sites match people who need money with friends or strangers who are willing to lend small amounts, usually at least $50, in return for interest income. I wrote last month about how such sites are beginning to focus more on student loans, besides the usual borrowing to pay off credit cards or open a business. The story is posted below.

GreenNote is slightly different than some of the other sites, though.

“Basically, it helps students access their social network – friends and families – to help them get money for college,” says GreenNote CEO Akash Agarwal.

Students post on GreenNote how much they need to borrow and why. No need for a credit check. Their friends and families can sign up to fund the loan. GreenNote acts as the intermediary, collecting payments when the student is out of school and forwarding the money to the various lenders. And if students default, GreenNote reports that information to the credit bureaus and a collection agency.

The terms are modeled after federal Stafford student loans, Agarwal says. The interest rate is 6.8 percent, although family and friends can agree to make it lower. The loans are deferred for up to five years while the student is in school, and repayment is made over 10 years. The student also gets a six-month grace period.

Loans must be at least $1,000. Students pay a one-time fee of $49 or 2 percent of the loan, whichever is greater. Lenders pay a 1 percent annual fee.

GreenNote’s site is most similar to Virgin Money’s Student Payback, another new lending program that also acts as a go-between for student borrowers and their families.

Fynanz.com is another new lending site for student loans, although students must have a good credit score and the loans can come from strangers.

The timing of these sites couldn’t be better. They are coming online just when traditional lenders burned by the mortgage mess are bailing out of the student loan program or making it harder for college students to qualify for a private loan.

Students, of course, are always better off taking out federal education loans first. The terms and repayment plans are likely the most generous you can find.

But these sites might be an alternative to high-cost private loans. Check them out and let us know what you think.

Rescue : Feds Announce More Help for Student Loans

If you've been angry about this whole $700 billion bailout and how it doesn't really help you much personally, maybe this little bit of news may make you feel better.

Treasury Secretary Henry M. Paulson, Jr. and Department of Education Secretary Margaret Spellings announced today that the Administration is going to take a number of steps to support the student loan market.

As we all know, the credit crunch isn't just affecting mortgages, auto loans and credit cards. It's also hurt student loans.

Here's part of the text of what Paulson and Spellings released, explaining that they recognize that education is the foundation of a strong American workforce:

Earlier this week, President George W. Bush signed H.R. 6889, the extension of the Ensuring Continued Access to Student Loans Act. Bargain colleges in Maryland

Four Maryland colleges made Kiplinger’s Personal Finance list of the 100 Best Values at Public Colleges for 2008-2009.

Among them, University of Maryland, College Park.

Here’s what Kiplinger’s says about the school: “But you should also admire the up-and-comers, such as the University of Maryland-College Park, which catapulted to number nine from number 28 last year, thanks to a lower student-faculty ratio and a big jump in graduation rates.” (ed note: woohoo, go Terps. -- DD UMCP 1994)

Kiplinger’s says it started with more than 500 public four-year schools across the country. Then it whittled that down to about 120 based on SAT scores, admission rates, student-faculty ratios and freshmen retention.

The next step, the magazine ranked schools based on cost — including room and board and books — and financial aid, including how much debt a student accumulates by graduation.

THE REALITIES OF EDUCATION IN LATIN AMERICA

Without a high-level education, Latin American children will continue to lack the skills necessary for entering the workforce and participating in the increasingly competitive global economy.

50 million people in Latin America cannot read or write.
Latin Americans receive an average of six years of schooling, compared to nine-and-a-half years in the OECD (Organization of Economic Cooperation and Development) countries.
Nearly one-third of children in primary school in Latin America repeat a grade. The additional cost to the region's education systems has been estimated at $4 billion per year.
Brazil, Chile, Mexico and Peru rank behind Uganda, Zambia, Botswana and Burundi in the quality of their math and science education.
In Mexico, only 13% of adults receive a high school diploma versus 87% of American adults.
Over 50% of Mexican and Brazilian 15-year old youth are functionally illiterate and thus unable to compete in today's economy.

CONTRIBUTORS TO LATIN AMERICA'S EDUCATION CRISIS

1. HIGH DROP-OUT RATE THROUGHOUT LATIN AMERICA

The heart of the problem is the drop-out rate -- children living in poverty are not staying in school.

92% of Latin American children begin primary school, but only 32% continue on to secondary school (the U.S. equivalant of middle/high school). Even fewer ultimately graduate.
Approximately 40 million children and adolescents in Latin America drop out of school to live or work on the streets each year.
It is estimated that 95% of children have access to school in Brazil, but only 59% of them finish the eighth grade.
It is well established that school dropouts have worse outcomes, including in terms of mental health status, than do those youth who stay in school.

2. INEQUALITY IN LATIN AMERICA

Unequal societies are less efficient at converting growth into poverty reduction. In Latin America, the education gap mirrors the income gap between rich and poor.

Levels of inequality in Latin America are the highest in the world -- at least one in three households and two in five people live below the poverty line.

220 million Latin Americans (about 44% of the region's population) live on less than $2 per day. Over half of them are children.

In Brazil, children in the bottom income quartile complete an average of four years of school versus over ten years completed by children in the top income quartile.

3. LATIN AMERICA'S EDUCATION SPENDING

Despite increases in past years, spending on elementary education is still relatively low throughout the region.

Per capita spending on primary education in Latin America still averages only 15% of U.S. levels.

Latin American universities, which serve less than 10% of the population, receive a disproportionate share of education dollars compared to primary education. (In Brazil, public universities have only 2% of all pupils, but receive 25% of all federal education funds.

4. LIMITED ACCESS TO PRESCHOOL

Most families living in poverty lack the resources to pay for preschool education, so children are behind from the very beginning.

5. LOW TEACHER QUALITY

The level of instruction at many of the poorest schools throughout the region is extremely low. The majority of applicants to teaching programs have the lowest academic scores among those seeking higher education.

6. LACK OF RESOURCES

Poor nutrition and limited cognitive stimulation at home thwarts development and the learning process. In addition, the home environment and community often hinder a child's education because of the prevalance of abuse, gangs, child labor, drugs and other social problems.

College Financing: Get the Facts

This is a sentiment expressed by more and more parents as they contemplate the staggering costs of sending their kids to college. Tuition, room and board, meal plans, fees, books and other costs associated with higher education are soaring due to severe budget cuts at the federal, state and even institutional levels. Throw into the mix an uncertain economy, widespread job loss and a stock market slump, and middle-income and even upper-middle income families are frightened.

But Vincent Waterhouse, president of GetCollege.Com, Inc., says that families can save up to 50 percent or more on the total cost of attendance if they are armed with the right information. "There is a lot of myth and misinformation out there that can cause families to make bad financial decisions," he says.

Waterhouse, who advises families with college-bound children, states that middle-income Americans, the backbone of America, have been especially hard-hit when it comes to paying for college. "With today’s economy, 401(k) plans down, the stock market tanking, and the total cost of attendance at a college or university increasing three times faster than the rate of inflation, middle-income and upper-middle income families are experiencing what is known as "financial meltdown," he explains.

Compounding the problem is the kind of advice they are getting. "These families with college-bound students are about to make the biggest investment they will ever make concerning their child’s future, and they make their decisions based on a 15-minute conversation with a 50-something guidance counselor named Mildred, who has had limited if any training in the complexities of higher education financing," bemoans Waterhouse.

Making matters worse is the antiquated federal methodology used for determining who is eligible for assistance. "Based on formulas designed in 1965, the government estimates that a family of five with one child in college can live on $23,000 a year. That’s your electrical bill in L.A.!" says Waterhouse.

There is a lot that the federal government and the institutions themselves don’t want the public to know, says Waterhouse. The following are five of the most pervasive myths that are working against families with college-bound kids:

Myth 1 -- Only Low-income Families Get Financial Assistance

Financial assistance in the real world of higher education is given to everyone. Parents must understand what the true definition of need-based and need-blind means. To reduce the total cost of attendance at both public and private institutions, families must understand the practices and principles of tuition reduction, tuition overrides, ward of the court, and retention grants. How is the average American family supposed to figure out what sort of financial aid package is right for them? It takes a lot of knowledge and planning to figure out the best way to acquire college financing.

Myth 2 -- There are Billions of Dollars in Scholarships

"Of the so-called billions in scholarship funding only about five percent ever get awarded," says Waterhouse. "We call these carpal tunnel scholarships because you must write out 50 to 60 applications in hopes of getting a windfall of $1,000. Now if you waive that $1,000 in front of a financial aid officer, you could lose up to $3,000 in aid dollars that the institution was already going to give you. In fact, Waterhouse says that colleges are very reluctant to lose good, academically minded students. They will find the dollars to help them stay in school if they need financial assistance. All schools have their own grant funds, they can even tap into their own piggy-bank of endowment funds if need be. "Princeton University has been helping middle-income and upper-middle-income students with their endowment funds for years," he adds.

Myth 3 -- Loans Are the Best Way to Pay for College

"When a student graduates from college with thousands of dollars in loan debt how is he or she going get a decent apartment, a car that really runs and even entertain the thought of having a family?" asks Waterhouse. "Our children are buried in debt before they have a realistic understanding of what debt really is." Waterhouse recommends that families avoid large loans at all costs and do a financial self-evaluation of all their options for financial assistance while their child is in their junior year of high school.

Myth 4 -- You Must Have a Very High GPA to Get Into an Ivy League College

Although first-tier colleges and universities court students who have exceptional grades, they look at a variety of factors when making admission decisions. "In today’s world, the high school population is more academically armed and your better schools understand this, so they now are looking for a more ‘angular student’ to keep the balance in their student selection. Remember, colleges admit human beings, not numbers," cautions Waterhouse.

Myth 5 -- Families Shouldn’t Seek Help with Educational Firms That Charge a Fee

Financing a college education has become more complex than ever in recent years. "Americans seek the services of professionals in the fields of law, medicine, accounting, real estate, financial planning and a host of other services," says Waterhouse. "Higher education is no different. The uneducated consumer needs help understanding the complexities of the higher education market."
